Job Description

Skyward is seeking a skilled Proposal Writer to author compelling and compliant proposals for federal agencies, particularly within the DoD and DHS. The ideal candidate will be a storyteller with a strong understanding of federal contracting regulations and experience utilizing AI tools to enhance proposal development.

Responsibilities

• Write clear, compliant, and compelling proposals (RFPs, RFQs, RFIs)
• Collaborate with capture managers, BD pros, and SMEs
• Craft pricing narratives, management approaches, and technical solutions
• Utilize AI tools for content creation
• Build compliance matrices and conduct Pink/Red/Gold reviews
• Monitor FAR, DFARS, HSAR, and compliance with Section 508, CMMC, TAA

Requirements

• Bachelor’s degree in related field or equivalent experience
• 8+ years of federal proposal writing experience, with DHS experience
• APMP Practitioner or equivalent
• Experience with pricing volumes
• Track record of winning $25M+ opportunities
• Fluency in proposal tools (GovWin, VisibleThread, etc.)
• Experience with AI tools
• Calm and collaborative energy
